Finance (Establishment) Branch

Finance (E) Department functions as a referral Department for interpretation of FRs and SRs, Financial Rules and all State Services and Delegation of Financial Power Rules concerning all the employees under the State Government.

The Department administers the following Rules:

  • Meghalaya Financial Rules
  • Meghalaya Fundamental Rules and Subsidiary Rules
  • Meghalaya Treasury Rules
  • Delegations of Financial Power Rules

It is responsible for interpretation and advice to other Departments in respect of any issues / cases under the ambit of all the four above mentioned Rules.

It also functions as a referral Department in respect of -

  • Scrutiny of the Service Rules
  • Re-employment on contract basis
  • Permanent Absorption
  • Declaring of officers as DDO

It also deals with all matters related with -

  • Meghalaya Finance Service
  • Meghalaya Accounts Service
  • Meghalaya Audit Service.
  • Cyber Treasury
  • Govt. Employees Database
  • National e-Governance Plan
  • Issues with Agency Banks
  • Matters relating to PFMS.

It functions as the Nodal Division in respect of -

  • Matters related in general with other Divisions of Finance Department
  • Matters related with general RTI cases that relates to Finance.
  • Dealing with matters not allocated to any Division of Finance Department.

The Department also consists of two Directorates, i.e.
(i) The Director of Accounts & Treasuries
(ii) The Director of Local Fund Audit

There is one District Treasury in every District and one Sub-Treasury each in four Civil Sub-Divisions in the State.
